Changes in the construction of registered road vehicles (Reconstructions)

Changes in the construction of registered road vehicles are:

  1. Any alternation resulting in a change in the technical data of the motor vehicle specified in its registration certificate or in the constructive or technical characteristics of the motor vehicle which are set by the manufacturer at the time of its manufacture or which have been approved by the ordinance;
  2. The addition of systems, components, separate technical units and equipment

Changes in the construction of registered road vehicles are NOT:

  1. Changes of its colour;
  2. Changes of its engine with an engine of the same type, make, model and code – when there are no changes in the suspension.

Technical Inspections, Check-ups and Testing are carried out on the basis of:

  • Ordinance No H-3/2013 of the MTITC – on the alteration of the construction of registered road vehicles and individual approval of road vehicles registered outside the Member States of the European Union or another State party to the Agreement on the European Economic Area;
  • Ordinance No 37/2002 of the MTITC – on the terms and order for training of the applicants for driving license and the terms and procedure for issuing of the permit for their training;
  • Ordinance No 38/2004 of the MTITC – on the terms and procedure for conducting the examinations of applicants for driving license and the order for conducting the examinations;
  • Ordinance No I-45/2000 of the Ministry of Interior – on the registration, reporting, mobilisation and immobilisation of road vehicles and trailers towed by them and the procedure for providing data on registered road vehicles;

Procedures applied by TECHNOTEST for changes in the construction of registered:

  1. Passenger car (category M (car, bus)) – changed into a lorry (category N);
  2. Passenger car (category M (car, bus)) – in case of changing of the number of seats;
  3. Lorry (category N) – changed into a passenger car (category M (car, bus));
  4. Road vehicle of category M1 or N1 – changed into an off-road vehicle;
  5. Road vehicle of category M2, N2 or M3 with a technically permissible maximum mass not exceeding 12 000 kg – changed into an off-road vehicle
  6. Road vehicle of category M3 or N3 with a technically permissible maximum mass exceeding 12 000 kg – changed into an off-road vehicle
  7. Road vehicle of category M or N – changed into a special purpose vehicle of category M1 – an ambulance;
  8. Road vehicle of category M or N – changed into a special purpose vehicle of category M – a camping car (motor caravan);
  9. Road vehicle of category O – changed into a special purpose vehicle of category – a camper-trailer;
  10. Road vehicle of category M1 – changed into a special purpose vehicle of category M1 – a hearse;
  11. Road vehicle of category M, N or O – changed into an armoured special purpose vehicle of category M, N or O;
  12. Road vehicle – completion with anti-lock braking system (ABS) or speed retarder;
  13. Road vehicle not intended for the transport of dangerous goods – changed into a vehicle for transport of dangerous goods (for types EX/II and AT);
  14. Road vehicle – additional installation of lighting and light-signalling devices;
  15. Road vehicle powered by an internal combustion engine – changed into a vehicle with a hybrid drive or an electric vehicle (electromobile);
  16. Road vehicle of category N1, N2, N3, O2, O3, O4 – changed into a (special) road vehicle with a superstructure for transport of vehicles (roadside assistance);
  17. Road vehicle of category M or N – in case of replacing of an internal combustion engine (ICE) with an ICE of another type, brand, model, code;
  18. Road vehicle of category L, M, N and O – in order to be used in the training of applicants for driving license

Additional requirements:

  • For road vehicles of categories M2, M3, N, O3 and O4, which centre of gravity coordinates have been changed as a result of a change in the construction (mounting a superstructure on a chassis cab or on a chassis of a trailer/semi-trailer), a lateral stability testing should be carried out.
  • Changes in the construction of trailers (with central axle, semi-trailers) of categories O3 and O4 and of vehicles of categories M2, M3, N2, N3 with no more than 4 axles with date of first registration after 31 March 2001 shall be carried out in case they are equipped with ABS.
  • In case of modifications to the construction of a vehicle which is of a museum or historical interest, a frame, body (carriage), devices, systems, components and/or separate technical units which are similar to the original regarding the year of manufacture, type, brand, model should be used.
  • The road vehicles used for conduction of practical training and driving license examinations must be of the respective categories pursuant to Article 149 and Article 150a of the Road Traffic Act and must meet the requirements for the training vehicles and organization of the relevant examinations set out in Ordinance No 37/2002 and Ordinance No 38/2004 of MTITC.
